The Thiruvananthapuram City Corporation has unveiled the Net Zero Carbon and Resilient Buildings initiative, aiming to enhance urban sustainability by reducing carbon emissions. This comprehensive plan covers the entire lifecycle of buildings and emphasizes energy efficiency, innovative materials, and community engagement. The city plans to implement financial incentives for green building practices and improve waste management through a decentralized system. With a focus on long-term environmental impact, the initiative aims to transition buildings to net-zero carbon status while ensuring compliance with climate-responsive design measures.
The Thiruvananthapuram City Corporation has introduced a comprehensive strategy known as the Net Zero Carbon and Resilient Buildings (NZCRB) initiative aimed at improving the city’s environmental sustainability. This action plan seeks to enhance the energy efficiency of buildings, increase the city’s resilience to climate impacts, and significantly decrease its overall carbon footprint.
The NZCRB initiative is set to address carbon emissions systematically throughout the lifecycle of buildings—from the initial design and construction phases through to demolition. The plan places special focus on fortifying structures to withstand powerful weather events, reflecting a proactive approach to climate readiness.
A dedicated NZCRB Cell will be formed within the city corporation to oversee the coordination of various activities associated with the initiative. This step aims to ensure that the action plan is effectively integrated and sustained over the long term. The development of the action plan has been a collaborative effort involving expertise from WRI India, the Indian Society of Heating, Refrigerating and Air Conditioning Engineers (ISHRAE), and the Indian Green Building Council (IGBC).
To achieve its goals, the NZCRB plan includes the introduction of innovative technologies such as heat pumps, high-performance glass, and low thermal resistance walling systems. These technologies are designed to meet the growing energy demands due to rapid urban expansion and an increase in construction approvals across all 23 local bodies in the city.
Under the solar cities program, Thiruvananthapuram has already achieved a total installed capacity of 17MW for solar efficiency in public buildings, significantly contributing to the city’s renewable energy targets. The ongoing commitment is to reach net-zero carbon emissions in the building sector, which includes the development of a comprehensive climate budget for the city.
The action plan provides a range of financial incentives and training initiatives aimed at boosting the skills of the construction workforce. To further promote sustainable practices, community cooling spaces will be established, alongside the adoption of nature-based solutions. New bylaws will be developed to support these initiatives effectively.
Meetings with government stakeholders are planned to target reductions in carbon emissions associated with public sector construction activities. Special emphasis will be placed on minimizing emissions during renovations or demolitions of old structures, ensuring older buildings are also included in the carbon reduction strategy.
A decentralized system for managing construction and demolition waste will be established, complemented by a central processing unit. This initiative anticipates that approximately 50% of demolition waste will be reusable, promoting a circular economy in construction.
The action plan additionally aims to reduce the urban heat island effect and enhance overall air quality in Thiruvananthapuram. Long-term objectives also include achieving energy savings, bolstering infrastructure, and creating local green job opportunities through the initiatives outlined.
A dedicated steering committee will be tasked with monitoring the implementation and progress of the NZCRB action plan. This committee will oversee critical initiatives such as defining timelines for transitioning buildings to net-zero carbon status and establishing a baseline inventory for tracking carbon emissions.
A comprehensive database regarding the carbon footprints of construction materials will be developed to aid developers in selecting environmentally friendly alternatives. Additionally, developers incorporating green practices will benefit from tax rebates and various financial support mechanisms.
Key design features of the NZCRB action plan will focus on integrating rooftop solar energy solutions, employing urban heat island mitigation measures, and implementing passive architecture in vulnerable areas such as slums. All new public buildings will be required to comply with NZCRB guidelines using Building Information Modelling (BIM) and Life Cycle Assessment (LCA) methodologies.
