In 2012, TMM entered a Community Improvement District (CID) agreement with the city, which imposed a 1% sales tax at the shopping center from 2013 to 2019, generating approximately $3.3 million in unallocated funds. Despite this previous cooperation, TMM had nearly defaulted on its development agreement due to a lack of responsiveness to city inquiries.
