Pender County Board Approves MBP for New K-8 School Management

The Pender County Board of Education has unanimously selected MBP as the construction management firm for the new K-8 school project, officially known as J.H. Lea Elementary and Middle Schools. This decision comes amidst ongoing construction activities aimed at delivering a state-of-the-art educational facility to the community.

Selection Process and Budget Details

MBP was chosen from three finalists that included Cumming Group, Turner, Townsend and Heery. The selection process was conducted through a request for proposals, which yielded 11 responses. The final selection affirms MBP’s capacity to manage the multiple facets of construction that include contracts, expenses, scheduling, and compliance with various building codes and regulations. Bordeaux Construction and Moseley Architects will execute the actual construction work for the project.

The groundbreaking for the 145-acre campus, located on N.C. Highway 210 in Hampstead, was held in the fall of 2023, and the school is projected to be completed by fall 2027. The overall project was designed with a budget of $178 million, as approved by voters in a referendum in 2022. Out of this, over $111 million is earmarked specifically for the K-8 school development.

Current Progress and Budget Increase

Currently, construction progress is reported to be around 34% completed, with work focusing primarily on the foundation and walls. As the project has developed, the budget has increased from its original estimate to over $135 million. This budget now includes $6.7 million designated for furniture, fixtures, and equipment. The total estimated cost, when factoring in allowances and contingencies, comes to approximately $142.2 million.

The services rendered by MBP will be funded through the bond approved by voters, a strategic decision in a bid to ensure financial stability for the project’s completion. Notably, other projects associated with the bond will remain on hold until the new K-8 school is entirely finished.

Expertise of MBP and Project Management

MBP has several years of experience in the realm of construction management, having been in operation since 1989. The firm has a strong portfolio of managing various school projects, hospitals, and government buildings, including the Wilmington Convention Center. Recently, MBP completed a similar K-8 facility in Bladen County and is concurrently engaged in several construction projects in Danville, Virginia.

The firm’s project manager, Michael Burris, will be present on-site two times each month, ensuring that hands-on oversight is maintained. Support from other MBP staff members will be readily available as necessary to address any emerging needs.

Challenges and Risk Assessment

One significant concern related to this project is the weather, particularly because the new school is located in a region prone to hurricanes. To address environmental considerations, approximately 40% of the school site consists of wetlands. Plans are in place to implement culverts and a pedestrian bridge designed to preserve the area’s natural landscape.

MBP has committed to proactive problem-solving methodologies, which involve consistent communication with the board and meticulous budget documentation. The initial discussions on engaging a project management firm began during early conversations about the school bond referendum in 2021.

Looking Ahead

As construction progresses, the school board is in the process of seeking a new chief operations officer, following the exit of the previous COO in February. An extended warranty period of two-and-a-half years is included in the construction contract. This warranty will cover any post-completion issues that may arise, further ensuring the project’s integrity and longevity.
